CSP Upgraded the Security Level of the Whole Line of the Tianjin Rail Transit Project, Escorting the Two Sessions

Recently, the “two sessions” [i.e. National People’s Congress (NPC) and the Chinese People’s Political Consultative Conference (CPPCC)] were held in Beijing. The security level of the whole Tianjin line, known as the “moat” of Beijing, was upgraded to escort the success of the “two sessions”. Under the guidance of the Public Transportation Service Center of Tianjin Municipal Public Security Bureau and CCCC Railway Operations Co., Ltd., China Security & Protection Group Co., Ltd. (CSP) carried out smooth and orderly security work for Tianjin Metro.
l.Summary of security data
1. Security data: During the significant period of supporting the “two sessions”, the passenger inspections totaled 2,915,793 person-times and the package inspections totaled 1611,209 pieces; 30 prohibited items and 44 restricted items were discovered and seized;
2. Inspections received: During the significant period of supporting the “two sessions”, CSP received a total of 59 inspections from superior leaders, with no mistakes found in 58 inspections, non-compliance on duty exercise found in one inspection, 0 omissions and a detection rate of 100%. The 59 inspections consisted of 4 counterpart inspections supervised by the Tianjin Municipal Counter-Terrorism Office and 55 counterpart inspections supervised by the leaders of the Public Transportation Service Center at all levels;
3. Good deeds: During the significant period of supporting the “two sessions”, a total of 13 good deeds by the security inspectors were recorded on the three metro lines served by CSP.
ll.Security measures for the “two sessions”
Prior to the “two sessions”, according to the instructions and requirements of leaders at all levels of CSP, the Public Transportation Service Center of Tianjin Municipal Public Security Bureau, China Communications Construction Company Limited (CCCC), and China Railway Construction Corporation Limited (CRCC), the Tianjin Project Department organized the responsible persons for stations and all the management above to hold a special work arrangement meeting for the “two sessions”. Yu Hao, Vice President of the Group and General Manager of the Rail Transit Department, visited Tianjin in person to provide instructions, making an important arrangement for the project work in Tianjin during the period of the “two sessions”, and putting forward detailed guidance for the security program for the “two sessions”. Wang Pengfei, leader of the Tianjin project, took the lead in providing specific guidance and sharing work experience with the responsible persons of stations, middle-rank leaders and primary-level management in respect of their services and the inspections. In order to ensure the high quality of the work during the period of supporting the “two sessions”, the following security measures were developed in strict accordance with the instructions and requirements of the leaders at all levels.
1.Develop full mobilization and deployment, improve the ideological understanding, define the responsibilities at all levels, enhance the management function, require all management staff to stop taking vacation days and to fully supervise the security work in the front line, and enhance the political stand and awareness of responsibility of all officers and employees;
2.Strictly implement the all-round supervision responsibility system. On the basis of the original manpower of the middle management staff, Backbone force was transferred to supervise the stations and to strictly regulate important security inspection parts, to ensure that during the sensitive period, the key stations are watched and controlled over in place in the whole operation time period and that each station has a supervisor at all times;
3.Carry out comprehensive patrol inspections. The management of the Project Department organized a supervisory inspection team to carry out full-coverage uninterrupted inspections over the first-line security work during the whole operation period every day, and the management staff and all security inspectors were required to be alert at all times to ensure adequate supervision. During the period of supporting the “two sessions”, the Tianjin Project Department conducted over 100 supervisory inspections, covering over 1,300 stations;
4.Strictly enforce the daily meeting system. The management at all levels was organized every day to hold a security work summing-up meeting in online and offline forms to inform the instructions and requirements of the leaders at all levels on that day, the information of the security work, as well as the operations of all project areas. In addition, in order to ensure ongoing work improvements, it was required to analyze and evaluate all types of problems identified and occurring at the meeting, and to propose effective improvements and solutions.
5.Upgrade the emergency response again. During the period of supporting the “two sessions”, to ensure a timely response to emergencies, all staff were required to review the emergency response process, and to immediately check all relevant persons and report to the relevant leaders immediately after any suspicious person is found.
6.Strengthen the regional joint defense and play the important role of security inspectors among “six major roles”. Security inspectors were required to report immediately to the station head on duty as well as to the station police upon discovery of any factor affecting the safety of the metro and to cooperate with them in relevant site work.
During the period of supporting the “two sessions”, under the leadership and guidance of leaders at all levels, all staff of the Tianjin Project Department successfully completed the relevant security tasks, with their overall service quality and ability standing the heavy tests.
Under the leadership of the Group, the Tianjin Project Department will continue to further maintain a stable team, improve the service level of the staff, and enhance their emergency response ability. Moreover, it will strive to recognize and keep abreast with the current security situation and fully cooperate with regulatory authorities and customer entities in strengthening the first line of defense for metro security.
